DLSA Samastipur Para Legal Volunteer (PLV) Recruitment 2026

The Office of the District Legal Services Authority (DLSA), Samastipur, under the aegis of the Bihar State Legal Services Authority (BSLSA), has published Advertisement No. 02/2026 calling for applications from socially conscious citizens to work as Para Legal Volunteers (PLVs). A total of 125 vacancies have been notified, distributed across Samastipur Sadar, Rosera, Dalsingsarai, and Patori sub-divisions. It is fundamentally important to clarify that this is not a regular government job nor does it offer a monthly salary. It is a purely voluntary engagement aimed at grassroots social service, empowering the marginalized sections of society through legal awareness and assistance.

About District Legal Services Authority (DLSA)

The Legal Services Authorities Act, 1987, was enacted to provide free and competent legal services to the weaker sections of the society, ensuring that opportunities for securing justice are not denied to any citizen by reason of economic or other disabilities. The DLSA operates at the district court level, usually headed by the District & Sessions Judge. The Para Legal Volunteer (PLV) scheme was introduced to act as a bridge between the common, unaware citizen and the formal legal system. By becoming a PLV, you contribute directly to the noble cause of 'Access to Justice for All'.

Job Profile, Roles, and Responsibilities

A Para Legal Volunteer acts as the first point of contact for marginalized people seeking legal help. The responsibilities include:
Legal Awareness: Educating people in rural areas, slums, and labor colonies about their fundamental rights, government welfare schemes, and the availability of free legal aid.
Assisting Victims: Helping victims of domestic violence, child labor, or marginalized individuals draft simple applications to the police station or the DLSA office.
Mediation Facilitation: Identifying disputes at the pre-litigation stage and encouraging parties to settle their issues amicably through Lok Adalats or mediation centers rather than engaging in prolonged court battles.
Front Office Duty: Sitting at the DLSA Front Office or legal aid clinics in villages to listen to grievances and forward them to the Retainer Lawyers.

Honorarium Structure (Not a Salary)

As repeatedly stressed by the National Legal Services Authority (NALSA) guidelines, a PLV is a volunteer, and the work does not carry any fixed salary, pay scale, or employee benefits. However, to cover out-of-pocket expenses and travel, a daily Honorarium of Rs. 750/- per day is paid.
Importantly, this amount is paid only on those specific days when the DLSA assigns a specific task to the PLV, or when they actively man a legal aid clinic, or participate in a legal literacy camp. If no work is assigned on a given day, no honorarium is payable.

Detailed Eligibility Criteria

The educational requirement is kept deliberately minimal to encourage local community participation.
Educational Qualification: Candidates must have passed the Matriculation (10th Standard) examination from a recognized board.
Target Demographics: The DLSA strongly encourages applications from Teachers (retired or active), retired Government Servants, senior citizens, MSW students, Anganwadi workers, doctors, members of non-political NGOs, and Women Neighborhood Groups. The primary criteria are a compassionate mindset and the ability to empathize with the poor.

Important Application Guidelines (Offline Mode)

Unlike standard computer-based government exams, the application process for DLSA PLVs is completely offline. Candidates must carefully follow the process:
1. Download the prescribed application format from the official Samastipur district court website (ecourt.gov.in/samastipur) or the direct PDF link provided below.
2. Print the form and fill it completely in your own handwriting (in Hindi or English) using a blue/black pen.
3. Paste a recent passport-sized photograph and sign across it (self-attestation).
4. Attach self-attested photocopies of your 10th-grade mark sheet/certificate, Aadhar card, and domicile/caste certificate.
5. Place all documents inside an envelope. On the top of the envelope, clearly write "Application for the Post of Para Legal Volunteer (PLV) - [Name of Sub-division]".
6. Send it via Registered Post, Speed Post, or drop it by hand at the "Office of the Secretary, District Legal Services Authority (DLSA), Civil Court Campus, Samastipur" before the closing date (09/03/2026, 5:30 PM).

Selection Process Details

There will be no written examination for this recruitment. Applications will be scrutinized by a committee headed by the Chairman, DLSA (District Judge). Shortlisted candidates will be called for a Personal Interview. The interview panel will assess the candidate's communication skills, local language proficiency, general awareness of social issues, and above all, their genuine willingness to help the underprivileged without expecting massive financial returns. Selected candidates will undergo a short training program before deployment.
