Age Calculation Date: Candidate's age will be calculated as on 01 January 2026 as per NALSA guidelines.

Additional Age Relaxation:

Documents Required for Age Proof:

Note: The upper age limit may be relaxed at the discretion of the District Judge/DLSA Chairman for exceptionally qualified candidates with significant experience in legal aid, social work, or community service.

Qualification

Educational Qualification for Paralegal Volunteer

Essential Qualification:

  • Minimum 10th Standard (High School) Pass from a recognized Board (Uttarakhand Board, CBSE, ICSE, or any state board)
  • No specific percentage of marks required; passed candidates are eligible

Desirable Qualifications (Preference will be given):

  • 12th Standard (Intermediate) or higher qualification (Graduation/Post-Graduation)
  • Diploma or Certificate Course in Social Work, Law, Human Rights, Women Studies, Rural Development, or related fields
  • Basic knowledge of computers and smartphone usage
  • Training or experience in legal awareness, community mobilization, social work, or NGO activities

Essential Skills and Competencies:

  • Language Proficiency: Fluency in Hindi and local language (Kumaoni) - both written and oral communication
  • Communication Skills: Ability to explain legal concepts in simple language to common people, especially illiterate and semi-literate rural population
  • Interpersonal Skills: Ability to interact with diverse groups including women, elderly, differently-abled persons, marginalized communities
  • Problem-Solving Attitude: Capability to listen to grievances, understand problems, and provide preliminary guidance

Important Note: While formal legal education is not mandatory, candidates with basic understanding of Indian Constitution, fundamental rights, legal aid schemes, women and child rights, and social welfare laws will have an advantage during selection. Training on legal services and paralegal work will be provided to selected candidates by DLSA before deployment.

The District Legal Services Authority (DLSA), Almora, Uttarakhand, under the aegis of the National Legal Services Authority (NALSA) and Uttarakhand State Legal Services Authority, has announced recruitment for 121 Paralegal Volunteer (PLV) positions across all blocks of Almora district. This initiative, announced on 06 February 2026, is part of a nationwide program to strengthen grassroots legal awareness, provide legal aid to marginalized sections, and create a network of community-based legal literacy volunteers who can act as a bridge between the justice delivery system and citizens, particularly in rural and remote areas of the Himalayan region. Paralegal Volunteers play a crucial role in the legal services ecosystem by working at the grassroots level to spread legal awareness, assist in identifying beneficiaries for free legal aid, facilitate alternative dispute resolution mechanisms, provide preliminary legal counseling, and help vulnerable groups access justice. The concept of Paralegal Volunteers was envisioned by NALSA to ensure that legal services reach the last mile, especially to marginalized communities including women, children, senior citizens, persons with disabilities, Scheduled Castes and Scheduled Tribes, migrant workers, and economically weaker sections who are often unaware of their legal rights and entitlements under various welfare schemes and constitutional provisions. Almora district, situated in the Kumaon region of Uttarakhand, comprises multiple blocks spread across hilly and remote terrains where access to legal services and awareness about legal rights is limited. The appointment of 121 Paralegal Volunteers across all blocks will significantly enhance legal literacy and access to justice in rural areas. PLVs will work under the supervision and guidance of the Panel Lawyers of DLSA, coordinate with Nyaya Panchayats, Gram Panchayats, and other local bodies, organize legal awareness camps and lok adalats, assist in mediation and conciliation of disputes at the village level, identify cases for free legal aid, and maintain records of legal services activities in their respective areas. Selected Paralegal Volunteers will receive a daily honorarium of Rs. 750/- for actual days of work (minimum 15 days per month as per requirement). The engagement is project-based and initially for a period of one year, extendable based on performance and availability of funds. This is an excellent opportunity for individuals passionate about social justice, legal empowerment, and community service to contribute meaningfully to society while earning a respectable stipend. The role requires basic educational qualifications (minimum 10th pass), good communication skills in local language (Hindi/Kumaoni), willingness to work in rural areas, and a genuine commitment to social welfare and legal awareness. Preference will be given to local residents who have better understanding of community dynamics, language, and social issues prevalent in the area. The selection process includes a walk-in interview scheduled for 17 March 2026 at the District Court Complex, Almora, where candidates will be assessed based on their educational qualifications, social work experience, communication skills, understanding of legal and social issues, and motivation to serve as community legal volunteers.
