Age Calculation:

Qualification

Educational Qualification for WBKVIB Recruitment 2026

Essential Requirement - Retired Service Status:

  • Candidates must be retired personnel from any of the following:
    • Government of India Departments (Central Government)
    • State Government Departments (West Bengal or any other state)
    • Autonomous Bodies under Central/State Government
    • Local Bodies (Municipalities, Panchayats, Municipal Corporations)
    • Public Sector Undertakings (PSUs) - Central or State level
    • Statutory Bodies and Government Undertakings
  • Must have retired on superannuation, voluntary retirement, or any other mode as per service rules
  • Must possess retirement/pension papers as proof of service and retirement

For Group-A Officer Position:

  • Service Grade at Retirement: Must have retired from Group-A or Group-B Gazetted post in government service OR equivalent position in PSU/Autonomous Body
  • Educational Qualification:
    • Bachelor Degree from recognized university (minimum qualification)
    • Post-Graduation in relevant field like Public Administration, Business Administration, Rural Development, Economics, Commerce, Social Work is desirable
  • Experience:
    • Minimum 10 years of service experience in government/PSU/local body
    • Experience in administration, program implementation, scheme monitoring, or rural development activities preferred
    • Knowledge of government procedures, financial rules, and audit systems
  • Desirable:
    • Experience in MSME/Khadi/Village Industries/Handicrafts/Rural Development sectors
    • Experience in implementing Central/State Government schemes
    • Field experience in rural areas
    • Computer literacy (MS Office, internet, email)

For Group-B Head Clerk cum Accountant Position:

  • Service Grade at Retirement: Must have retired from Group-B or Group-C (Gazetted/Non-Gazetted) post with accounts/finance/administrative responsibilities OR equivalent in PSU/Autonomous Body
  • Educational Qualification:
    • Bachelor Degree in Commerce (B.Com) from recognized university
    • OR Bachelor Degree in any stream with diploma/certificate in Accountancy/Book-keeping
  • Experience:
    • Minimum 5-10 years experience in accounts, finance, or administrative functions in government/PSU
    • Hands-on experience in maintaining cash books, ledgers, vouchers, and financial statements
    • Knowledge of Government accounting systems (GPF, pension, bills processing, treasury procedures)
    • Experience in conducting audits or dealing with audit objections
  • Desirable:
    • Professional qualification like CA/ICWA/CMA (intermediate or final)
    • Experience in Tally ERP, government accounting software
    • Knowledge of GST, TDS, and taxation matters

Language and Communication:

  • Proficiency in Bengali language (reading, writing, speaking) is essential as work involves dealing with rural artisans and local communities
  • Working knowledge of English for official correspondence and report writing
  • Good communication and interpersonal skills

Other Requirements:

  • Should be physically and mentally fit to undertake office work and field visits

The decision to engage retired personnel on contractual basis is strategic, as these experienced professionals can contribute immediately without requiring extensive training, bring institutional memory and knowledge of government procedures, provide mentorship to younger staff, and ensure smooth functioning of administrative and financial operations. The engagement is on a consolidated honorarium basis ranging from Rs. 12,000 to Rs. 15,000 per month depending on the position and last drawn pay of the retired employee. The 14 positions are distributed across two categories: Group-A Officer positions (approximately 8-10 posts) and Group-B Head Clerk cum Accountant positions (approximately 4-6 posts). Group-A Officers will be responsible for overseeing district-level operations, implementing schemes, coordinating with artisan groups and self-help organizations, monitoring production and sales activities, conducting inspections, preparing reports, and ensuring compliance with government guidelines. Group-B Head Clerk cum Accountants will handle financial transactions, maintain accounts books, prepare financial statements, process bills and payments, manage payroll, coordinate with banks, and assist in audit processes. These positions are crucial for strengthening WBKVIB operational efficiency and expanding its outreach across West Bengal districts. The engagement will initially be for a period of one year (12 months), extendable annually based on performance evaluation and organizational requirements.
